2013 පෙබරවාරි මස 1 දින විද්‍යා, තාක්ෂණ සහ නවෝත්පාදන පිලිබඳ සම්බන්ධිකරණ ලේකම් කාර්යාලය පිහිටවනු ලැබුයේ ශ්‍රී ලංකාවෙහි විද්‍යා, තාක්ෂණ සහ නවෝත්පාදන ක්‍රියාකාරකම් සම්බන්ධිකරණය සහ නියාමනය කිරීමේ විශේෂිත ඉලක්කය ඇතිව, 2011 සැප්තැම්බර් මස 9 වන දින අමාත්‍ය මණ්ඩලයෙන් ලද අනුමැතියෙන් යුතුවය. මෙම ලේකම් කාර්යාලය, 2010 අගෝස්තු

දේශීය හා විදේශීය වෙළදපොල වලදී ශ්‍රී ලංකාවේ නිෂ්පාදිත භාණ්ඩ හා සේවාවන් හට විදේශීය භාණ්ඩ හා සේවා සමග තරඟ කිරීමට සිදුවන භෙයින්, ජනාධිපතිතුමා විසින් "මහින්ද චින්තන ඉදිරි දැක්මෙහි" සඳහන් කර ඇති පරිදිම, ආර්ථික සංවර්ධනය යනු අක්තාර අන්දමක, සංග්‍රාමයකි, අපගේ නිෂ්පාදන අලෙවි කිරීමට අපොහොසත් වුවහොත් අපගේ ව්‍යාපාර බිඳ වැටී ආර්ථික සංග්‍රාමයෙන් අප පරාජය වනු ඇත විදේශීය භාණ්ඩ හා සේවා අබිබවා අප භාණ්ඩ හා සේවා අලෙවි කිරීමට ඒවා වඩා හොද තත්වයකින් සහ/ හා අඩු මිලකින් යුක්ත විය යුතුය.

සම්බන්ධිකරණ හා නියාමන පාදක ව්‍යුහය සඳහා පෙරවදන
" මෙම අවස්ථාවේදීම, සමස්ත අය වැය පාදකව්‍යුහය තුළ රේඛීය අමාත්‍යාංශ අතර සහ පෞද්ගලික අංශය සමඟ නිසි ආකර සම්බන්ධීකරනයක් සිදුවන බව තහවුරු කිරීම සඳහා අතිගරු ජනාධිපති ලේකම්,අග්‍රාමාත්‍ය ලේකම්,අමත්‍ය මණ්ඩල ලේකම් සහ, මුදල් සහ සැලසුම් කටයුතු අමත්‍යාංශ ලේකම් සහ තාක්ෂණ සහ පර්යේෂණ අමත්‍යාංශ ලේකම් යන නිලධාරීන්ගෙන් සමන්විත කමිටුවක් පත් කිරීමටද අමත්‍යමණ්ඩලය තීරණය කරනු ලබීය.
බුද්ධිමය දේපල අයිතීන් මත සහ පර්යේෂණ සහ සංවර්ධනය සඳහා වන ආයෝජනයන්හී වටිනාකම
අද ජත්‍යාන්තර ව්‍යාපාර වස්තු වෙළඳ පොළෙහි ඉහළම ඉල්ලුමක් දක්වන සමාගම් වනුයේ දැනුම පදනම් සමාගම්ය. ආයෝජකයන් විසින් මෙම සමගම් ඵ්වායේ තත්‍ය ශුද්ධ වටිනාකම හෝ වත්කම් ඉක්මවා යන මට්ටමට අගය කරති. මෙම සමාගම්වල වත්කම් දැන් බැඳී ඇත්තේ නිර්මණශීලීත්වය,දැනුම සහ මානව කුසලතා යන අස්පෘශ්‍ය වත්කම් මතය.
ඉහළ වටිනාකමක් සහිත සමාගම් අතර මෛක්‍රොසොෆ්ට්, ඉන්ටෙල්, මර්ක්,සිස්කො,අයි. බී.ඵම්, සහ ඩිස්නි ආදියවේ. මෙම සමාගම් අතරින් බොහොමයක් මෙයට වසර විස්සකට පෙර නොතිබුනු ඒවාය. මේ සියළු සමාගම් සතු පොදු ගති ලක්ෂණය නම් බුද්ධිමය දේපළ අයිතිවාසිකම් සහ දැනුම් සම්භාරයක් ඔවුන් සතුව පැවතීමයි.
Our Objectives
To ensure proper coordination among line ministries within overall budgetary framework, and also with the private sector, it is expected to appoint a Committee of Officials comprising of Secretaries to HE the President, the Prime Minister, the Cabinet of Ministers including the Ministry of Finance and Planning and Science Technology and Research.
To facilitate the above the Coordinating Secretariat for Science, Technology & Innovation (COSTI) was established on 1st Feb 2013.
COSTI's main objectives are:
- Establishment of an Inter-Ministerial Steering Committee for Science Technology and Innovation to coordinate all activities including funding in Science Technology and Innovation with Ministers of Science, Technology and Research, Higher Education, Agriculture, Plantations, Industry and Commerce, National Resources and Enterprise Development, Education, Youth Affairs and Skills Development, Telecommunication and Information Technology and Information and Mass Media.
- Setting up of National Operational and Coordinating Councils
- Establishment of a Secretariat to centralize, institutionalize and support the Coordination and Monitoring activities related to ST&I.
- Development and operationalization of National Science, Technology & Innovation Coordination and Monitoring System (NSTICAMS) – a flexible, comprehensive National ICT Platform for coordination and Monitoring of all activities related to Science, Technology and Innovation across 17 ministries and more than 70 institutions.

Our research community consists of all the Sri Lankan scientists. It is a diverse network of interacting scientists which include many sub-communities working on particular scientific fields, and within particular institutions; interdisciplinary and cross-institutional activities.

Establishing a Network of Science Parks
It is proposed to develop a network of science/ research parks as public-private partnerships in Sri Lanka in a phased out programme to ensure weath creation through out innovative and knowledge creating capabilities.
