EIE PROJECT - SRI LANKA

EIE Project Sri Lanka has been launched with the objective of increasing the human capacity of Sri Lanka for technology development, management and commercialization. The Enabling IP Environment (EIE) Project is a global initiative of the World Intellectual Property Organization (WIPO), and the National IP Office (NIPO) is implementing the project in Sri Lanka. The project receives technical support from World Intellectual Property Organization (WIPO). Sri Lanka at present is quite deficient in this area of research to market. The project aims at developing a critical mass of personnel within a select group of university and research institutes. The project is implementing in networked community using a Hub & Spoke structure to sustain results in capacity building and other technical assistance endeavours.

 EIE Project Survey 2021

EIE Project Annual Survey on Technology Transfer Activities.The Annual Survey on Technology Transfer is planned to implement an appropriate monitoring mechanism of the research commercialization system of Sri Lanka. The proposed survey approach is based on internationally recognized surveys, such as the Annual Licensing Activity Survey of the Association of University Technology Managers (AUTM), etc. The proposed survey will be conducted through an online platform. Statistical data of research commercialization activities will be collected annually through the survey, including the details of research expenditure, Intellectual Property, technology licensing, startup incorporation, product commercialization, etc. The collected data will be used to communicate the value of Technology Transfer activities and quantify the technology transfer impact to the national economy.The first survey is planned to start with the 16 state universities by considering their recent progress in technology transfer achieved through University Business Linkage (UBL) units.

 Target Outcome 
1)  To develop a structured data collection mechanism for technology transfer and commercialization activities of universities & R&D institutes
2)  To share the survey data with relevant authorities (Central Bank, GII analysis, EDB, etc.) and analyze the impact (direct or indirect) created on innovation based economic development.
3)  To share information generated through the data among necessary government authorities (NIPO, UGC, NASTEC, etc..) for necessary law, regulations and policy amendments to
reduce/remove the pitfalls found in current innovation eco system of the country.

WIPO Training Programmes

• Patent Drafting Course, July- 2017

This is the first patent drafting course organized by WIPO in collaboration with National IP Office under the EIE project, Sri Lanka. The workshop was held from 24^th to 28^th July, 2017 at Sri Lanka Foundation Institute. The workshop objective was to enhance the patent drafting techniques of the EIE institutional representatives. Around 30 people were trained from project participating institutes

 

•  IP Awareness for University Research Groups , August 2017

During the first phase of execution of the project Enabling IP Environment (EIE) in Sri Lanka, World Intellectual Property Organization (WIPO) facilitated a Special Session on Patent Drafting & Prosecution for research community of “the Spoke” Universities of the project. The main objective of this session is to introduce Enabling IP Environment (EIE) project to the university research community, aware researchers on basic strategies of patent search & drafting and understand the background of on-going research studies of the university.  

The program was organized by Coordinating Secretariat for Science Technology & Innovation (COSTI) of Ministry of Science Technology & Research in collaboration with WIPO and National IP Office at University of Moratuwa, University of Peradeniya, University of Colombo and University of Ruhuna. The guest speech was conducted by Dr Rohitha Jayasooriya, Patent Attorney, United States of America.

 

 

• Institutional Intellectual Policy Workshop from 11th, 12^th September, 2017

As a part of the activities of Enabling IP Environment (EIE) Project, an Institutional Intellectual Policy Workshop was collaboratively organized by world Intellectual Property Organization (WIPO), Commercial Law Development Program (CLDP) of U.S. Department of Commerce, National IP Office and COSTI/MSTR. The workshop was conducted by WIPO consultants, Dr. Richard Cahoon and Dr. Ashley Stevens. The objective of the workshop was to train the participants on institutional IP policy drafting techniques. Around 50 people were trained from project participating institutes

 

 

• Technology Transfer and Commercialization Awareness Program, from 13^th to 15^th September, 2017 

As a part of the activities of Enabling IP Environment (EIE) Project in 2017, an Awareness Program on Technology Transfer and Commercialization for Universities was collaboratively organized by world Intellectual Property Organization (WIPO), Commercial Law Development Program (CLDP) of U.S. Department of Commerce, National IP Office and COSTI/MSTR. The program was conducted by WIPO resource personnel Dr. Richard Cahoon and Dr. Ashley Stevens at University of Moratuwa, University of Colombo and University of Ruhuna.

 

•  First National Workshop on IP Management and Technology Commercialization for Technology Managers (30^th Oct- 3^rd Nov, 2017) 

under the 2017 events of EIE Project, Coordinating Secretariat for Science Technology and Innovation (COSTI) in cooperation with World Intellectual Property Organization (WIPO) and National Intellectual Property Office was organized a National Workshop on IP Management and Technology Commercialization for Technology Managers for EIE project institutions.

The program was conducted by WIPO experts by targeting on IP & Technology Transfer in University, Technology Transfer & Commercialization Operations, Framework and Scope of Licensing, Administration of TTO & Implementation of Institutional IP Policy. Around 40 people were trained from project participating institutes

 

 

• Roundtable Discussion on IP Commercialization, June 2018

Roundtable Discussions on Intellectual Property (IP) Commercialization in the framework of the Enabling IP Environment (EIE) Project was held at Renuka City Hotel, Colombo 03 from June 18 to 19, 2018. The event was organized by the World Intellectual Property Organization (WIPO) in cooperation with the Coordinating Secretariat for Science, Technology and innovation (COSTI), Ministry of Science, Technology & Research and the National Intellectual Property Office of Sri Lanka (NIPO), Ministry of Industry and Commerce with assistance of Japan Patent Office (JPO).

The roundtable was co-chaired by Mr David Simmons, Councellor, WIPO and Dr Richard S. Cahoon, Adjunct Professor, Cornell University.

 

• Second National Workshop on Intellectual Property (IP) Commercialization, September, 2018

The 2nd National Workshop on Intellectual Property (IP) Commercialization was held from 17^th  to 21^st  September, 2018 at Waters edge, Battaramulla. The workshop was organized by the Coordinating Secretariat for Science Technology and Innovation (COSTI), Ministry of Science, Technology, Research, Skills Development & Vocational Training, and Kandyan Heritage in cooperation with the World Intellectual Property Organization (WIPO) and the National Intellectual Property Office under the Enabling IP Environment (EIE) Project of Sri Lanka.
